We just have to listen to his words, appreciate his expressions, and how he describes his love and passion for his family and work, to know that he is person with high human and professional qualities. Julio Cesar Bello Marquez is an industrial engineer, who studied in the University of Sonora, With 13 years of experience in the electronics and electro - mechanics sectors. Currently, he is the general manager of ATS, Applied Technical Services, in Hermosillo, in addition to be the treasurer of the Asociacion de Maquiladoras de Sonora (AMS) Hermosillo Chapter.
Mr. Julio Bello is spontaneous, sincere, and straightforward. His way of thinking evidences that his success as executive is not accidental, but it is based on his experience, knowledge, and approach to work based on results. Problems and challenges shall be considered as an opportunity, “Even in the current economic crisis, there are opportunities for Mexico because China is Increasing costs and the US is looking back to Mexico in terms of making investments”, he said with a realistic and positive attitude.
The Success
For the AMS treasurer, success is a constant search. “Planning, analysis, timetables, all these tools are an extraordinary help to foresee weaknesses, avoid threats, leverage the strengths, and take advance of the opportunities.” However, according to his opinion, the personal, spiritual and health areas are as important as the professional area, because if there is not a balance between them it is not possible to find happiness or success. “We have to know what we want and know the result that we want to obtain, so we can concentrate and invest our energy in these objectives.”
His Trajectory
Mr. Bello joined ATS during the start-up of the Plant in Hermosillo in 2004 bringing with him a great amount of knowledge on industrial engineering, and the experience that he obtained during the launching and continuous growth of the operations in Mexico. His leadership skills and orientation toward the client in the manufacturing contract, the start-up of the facilities and transfer of the production (from US to Mexico) positioned ATS to a valuable offer for fast growth products, the strengths of the ATS services are the capacity of response, adaptability, reliability, and the continuous improvement.
Mr. Julio Bello has more than 13 years of experience in electronics, electro - mechanics, manual assembly, and structuring of operations. This experience is focused on PCB fabrication, assembly operations, both of high-volume low-mix and low-volume high-mix production.
Love for his family
Nothing in our work will make sense if “there is not something that moves and inspires us all the time. Love for my family has been my main inspiration and drive. Passion for what I do, ethics, and continuous work have allowed and facilitated the achievement of objectives and goals. Courage, focus, and perseverance have kept me standing when I have faced adversity. At last, something that has been key to me is to count with a talented, committed, and focused work team, which has been working with dedication, shoulder to shoulder with me.”

“I have obtained May satisfactions from my work. Once was to have carried out the start-up of the plant in 2004, and have been able to see in this years how we have sustained growth, facing the attacks of the economic crisis at worldwide level and after that, sudden surges. With the work and performance of our team we have been able to obtain the trust of our corporation in order to transfer more number of responsibilities and services to this operation. Hermosillo has become an operation that provides competitiveness and leverage to the growth of our company.”
ATS Success
ATS is a private company founded in 1984 that manufactures a wide variety of designs of integrated circuits and final assembly to a wide variety of clients. They serve to the medical, industrial, energy, and military sectors.
“We support the growth of the clients through our management of the supply chain, using Lean Manufacturing strategies, and due to the compliance of our commitments. The key of our success is the experience of our team, along with a strong alliance with the supplier.” ATS has two production centers for the growth of our product, working the concept of volume at a lower cost. Both facilities are ISO 9002:2000 and ISO 13485 certified. Their labor standards are based on ANSI/J-STD-001 and IPC A 610.
Perspective
We are experiencing constant changes at world level; we see changes every day, in several areas such as social, political, technological, and economical processes. I think that we start again to see how our opportunities grow and multiply in our economy. Thus, we require flexibility and efficiency in our processes to attract new investments to our country. It is true that we have to be prepared, form the manufacturing point of view, but at the same time we have to consider safety, education and qualified labor issues, especially in emerging industries such as aerospace and medicine.”
Mr. Julio Bello invites young people to be open to the changing world we are living in, “we have to learn and renew our knowledge continuously.”
